Tunneling

Constructing ground support systems near the excavation point, inside the tunnel, and behind the shield or TBM to erect man-sized tunnels.

Pipe Jacking

Tunnel construction using hydraulic jacks to directly install pipe by pushing the pipe through the ground behind a tunnel boring machine or shield.

Auger Boring

Installing steel casing by means of a rotating cutting head. Spoil is removed back to the drive shaft by helical wound auger flights rotating in a steel casing.

James was raised in the Central Valley. He attended Manning Elementary School near Easton where his mother was a teacher, and he graduated from Washington Union High School in 1962 with David.

In 1978, David and James began working together at a horizontal drilling company. During their time there, they met Calistro Terrasas, or “Cal,’’ as he was known by friends.

Cal lived most of his life in Clovis, California before serving in the United States Army for six years. The summer he returned home, Cal joined his father working at the same company David and James were employed at.

David Cline was born in Selma, California and attended high school at Washington Union High School in Easton. It was there that he met his lifelong friend and future business partner, James Gardner.

After high school, David served in the Navy as a medical corpsman for four years.

He returned to the Central Valley, worked as a surgical technician at Saint Agnes hospital, then attended Fresno State where he graduated with a degree in business.

What kind of a person works in grueling temperatures, builds tunnels through all kinds of difficult soil conditions, and endures icy tunnels 100 feet under the Pacific Ocean? Who would live without heat in their own home so they can ensure their employees are taken care of? Who would risk everything in an attempt to build something revolutionary from the ground up? You might think that a man must have an ounce of crazy in his blood to subject himself to such conditions…you would not be far from the truth. 

40 years ago, Pacific Boring began as a simple vision shared by three men who had the kind of grit and radical disposition to start building the vision into a reality.

The trio worked together for three years at a horizontal drilling company before one day Cal says to David, “You know, we could do this. We could run our own company.”

In 1981, Pacific Boring was born. The three men built Pacific Boring from the ground up. Cal directed the crew as the general superintendent, James ran the auger-boring side of the company as shop foreman, and David managed daily operations and bookkeeping as Pacific Boring’s president.

Over the next four decades, Pacific Boring would become a leading tunneling contractor in the United States. Through incredible determination, great partners, tremendous sacrifice, and a people-first mentality guiding every decision.
